The multifunctional complex named The City of Capitals is located on plot 9 in the International Business Center Moscow City and offers a symbol of Moscow and St. Petersburg with the two twin skyscrapers.
It was completed in 2009 and was designed by the practice of NBBJ and built by Arup for the Capital Group. The Moscow Tower is taller than the Naberezhnaya Tower and it reaches 309.8 meters being the tallest building in Europe and the Commonwealth of Independent States until the opening of The Shard in London in 17 January 2012. The Moscow Tower has 76 levels and the St. Petersburg Tower has 65 levels, and nr. 17 and 18 in both of them are occupied by office spaces.
The top floors house an entertainment complex, office suites and apartments. The main lobby for the entire complex has six underground floors and four floors above the ground all of them designed as public space. The rest of the floors contain shops, a fitness center, presentation halls and restaurants.
